EUKI

The European Climate Initiative (EUKI) is a project financing instrument by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). It is the overarching goal of the EUKI to foster climate cooperation within the European Union in order to mitigate greenhouse gas emissions.

MEM Project

The project focus is to lay the personnel, organizational and professional foundations for systematic Municipal Energy Management in the four target regions through transnational exchange of know-how and mutual coaching as well as the exemplary implementation of MEM in 60 demonstration buildings. Project findings and best practices are to be disseminated across the EU.

The European Climate Initiative EUKI

The European Climate Initiative (EUKI) of the German Federal Environment Ministry (BMUB) fosters cooperation within the EU to mitigate greenhouse gas emissions and is strongly committed to the related ambitious targets and strategies of the European Union. 

EUKI is following two approaches: projects and programmes are put out to tender by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB)’s priorities, while projects of non-profit organisations are promoted with a competition for project ideas.

Thematic areas for bilateral and multilateral EUKI projects are developing climate strategies and implementing these at various levels, exchanges on climate policy instruments, measures and projects in all relevant sectors: energy, industry, transport, private households, commerce, trade and services, waste, agriculture and land use. The EUKI also promotes crosscutting projects between these sectors, e.g. climate-friendly urban development. In addition, educational work and awareness raising on climate change and climate protection are central thematic areas of the EUKI initiative.


MEM Project

Energy consumption in administrative buildings amounts to almost 15% of the annual CO2 emissions in Germany. The EU building directive is therefore focusing also on public buildings, especially since they function as important role models with a multiplier effect. The implementation of a systematic municipal energy management (MEM) contributes greatly to long-term energy savings and a sustainable facility management for public authorities. However, especially smaller municipalities face many obstacles in implementing a systematic approach. This is where the project EUKI MEM takes a starting point.
Within the project, a pilot implementation of MEM will be started in the participating regions supported by transnational exchange, networking and coaching.

Project Consortium

The EUKI MEM Project is implemented by four regional and/or local energy and climate protection agencies in four European countries each of them involving stakeholders, municipalities and national key actors.

Klimaschutzagentur Weserbergland (Hameln, Germany), Coordinator

As a regional energy agency, the Klimaschutzagentur is a non-profit organization offering various energy and climate protection services within the counties of Hameln-Pyrmont and Holzminden of the Weser Uplands (Weserbergland), a predominantly rural area with about 220.000 inhabitants. All municipalities, the county authorities as well as the regional utilities are the shareholders of the agency, which was founded in 2010. In addition, further interest groups and citizen stakeholders are involved in form of a supporting association. The Klimaschutzagentur Weserbergland is the coordinator of the project EUKI MEM involving further German key actors like the Ministry of Environment of Lower Saxony and the Climate Protection and Energy Agency of Lower-Saxony (KEAN).

Sofia Energy Agency – SOFENA (Sofia, Bulgaria)

Sofia Energy Agency was established in July 2001 under the SAVE II Program of the European Union. According to its statute, SOFENA is a non-governmental organization and non-profit legal entity. Its founders are the Sofia Municipality, the State Energy Efficiency Agency, the Sofia district heating utility – “Toplofikacia”, the big private construction company – “Glavbolgarstroy” and 14 private persons (representatives of scientific institutes, universities, consumers and business organizations). SOFENA operates in the urban area of the Bulgarian capital city with 1.2 million inhabitants.

EnergaP - Energy Agency of Podravje (Maribor, Slovenia)

EnergaP was established in June 2006 as a local energy agency and is co-financed by European Commission programme Intelligent Energy Europe. EnergaP covers the area of Municipality of Maribor and 15 smaller municipalities in Podravje region together around 180.000 inhabitants. EnergaP supports the introduction of good energy management practices, advocate the concept of sustainability, provide information and guidance, and offer a number of other local services based on specific local energy needs. It operates impartially on both energy demand and supply issues and reflect the local situations, economic and social circumstances and the geographical size of the relevant local area.

Kaunas Regional Energy Agency – KREA (Kaunas, Lithuania)

Kaunas Regional Energy Agency (KREA) was founded in 2003 under the SAVE II Programme project "Establishment of three SAVE Energy Management Agencies in the Municipality of Venice, Italy, the Region of Kaunas, Lithuania, the Region of Reunion, France". KREA has a legal status of Public Institution. The founders of KREA are Kaunas City Municipality, Lithuanian Energy Institute, Kaunas University of Technology and SC "Kauno energija". The main objectives of KREA are to promote rational use of energy, to promote the use of renewable energy sources, to contribute to environmental protection, the cooperation with partners from other EU countries and dissemination of information on their experience in energy and environmental protection fields and information, public awareness, training seminars for students, communities and energy specialists.
